한국여성의전화, ‘풀브라이트 서포트 네트워크’ 교육

여성에 대한 폭력 근절을 위해 연대하다

 

지난 9월 14일, 한국여성의전화가 풀브라이트 서포트 네트워크(Fulbright Korea Support Network) 활동가들을 대상으로 실시하는 여성폭력피해자 지원 교육이 열렸다. 풀브라이트는 한미교육위원(한국과 미국간의 문화 및 교육교류를 주요사업으로 하는 비영리 교육기관)이 운영하는 장학 프로그램이다. 풀브라이트를 통해 국내에 들어오는 영어 원어민 교사들은 성폭력 피해를 입어도 언어 장벽으로 인해 도움 받기가 쉽지 않다. 풀브라이트 서포트 네트워크는 이와 같은 상황에 처한 성폭력 피해자를 돕고자 영어 원어민 교사들이 자체적으로 만든 모임이다.

 

한국여성의전화와 서포트 네트워크 간의 인연은 몇 달 전부터 시작됐다. 지원 네트워크 모임 활동가들은 성폭력 피해자를 위한 영어 지원 서비스를 해줄 수 있는 국내 기관을 오래 전부터 찾아왔다. 마침내 지원 네트워크의 한 활동가가 수원에 있는 여성의전화 지부로 전화하면서 그간의 노력이 결실을 맺었다. 수원여성의전화에는 영어로 소통 가능한 정유리 상담원 이 있었다. 서포트 네트워크 활동가들은 영어 지원 서비스가 가능한 데다 폭력 예방 전문 활동가들이 있는 기관을 만난 것에 감격했다.

 

이날 교육에서는 서포트 네트워크 활동가 25명을 대상으로 오전 10시부터 오후 5시까지 총 3강을 진행했다. 한국여성의전화 송란희 사무처장은 성폭력, 성희롱, 피해자 보호에 대한 국내 법체계를, 한국여성의전화 인턴 조이 들라크루즈 켈러(Joy Delacruz Keller)는 여성주의 상담, 위기 개입, 전화 상담을 통한 피해자 지원에 대해 강의했다. 수원여성의전화 정유리 상담원은 형사소송절차상 피해자 지원방안을 맡았다.

 

한국여성의전화는 여성폭력피해자 지원에 관한 전문성을 다른 단체와 공유하는 이번 강의를 통해, 또 다른 단체들과도 협력이 이루어지길 바라고 있다. 그동안 외국인 성폭력 피해자들은 언어 장벽 앞에서 무력감을 느꼈다. 언어 소통이 어려워 법적, 의료적 지원 및 치유에 필요한 정보와 도움을 제대로 얻지 못했던 것이다. 한국여성의전화는 이러한 상황에 공감해 국내 영어 원어민 인구를 위한 지원 서비스 향상 및 풀브라이트 서포트 네트워크와 같은 단체들과 지속적으로 협력해 나가고자 한다.

“KWHL Trains the Fulbright Korea Support Network: Acting in Solidarity to End Violence Against Women”

 

On Saturday, September 14^th 2013, the Korean Women’s Hotline (KWHL) conducted its first training seminar in English. The recipients of this training were volunteers from the Fulbright Korea Support Network. The Fulbright Korea Support Network (FKSN) is a volunteer run hotline that offers English support services for Fulbright teachers that have been victims of sexual violence.

 

The partnership between KWHL and FKSN began a few months ago. Teachers from FKSN were searching for Korean agencies that had support services in English for victims of sexual violence. After a long and mostly fruitless search, one volunteer called the KWHL in Suwon where an English-speaking counselor, Youree Chung, was reached. The volunteers were elated to find an agency that not only offered support services in English, but that also employed experts in the field of violence prevention.

 

In September, KWHL General Secretary, Ranhee Song, educated approximately 25 volunteers from FKSN on Korean laws regarding sexual assault, sexual harassment, and the protection of victims. Then KWHL intern, Joy Delacruz Keller, taught the group about feminist therapy, crisis intervention, and how to support victims through phone counseling. Finally, the counselor from Suwon KWHL, Youree Chung, offered training on the filing procedures for a criminal case.

 

While the KWHL was thrilled to empower another feminist agency by sharing their expertise, it hopes that other agencies will also step up to offer similar partnerships. Imagine the helplessness and powerlessness that all victims feel being compounded by a language barrier. Inability to properly communicate can often keep English-speaking victims from receiving the information and help that they need to successfully navigate the legal, medical, and personal repercussion that such attacks create. KWHL sympathizes with the limitations that these victims have, and so it will continue to collaborate with agencies like FKSN as well as improve its own services for the English speaking population within Korea.
